Introduction

The manual for the refugees’ right to the city, attempts to listen and highlight the everyday reality, the concerns and struggles of refugees by focusing on their personal stories. It aims to give space to those who the dominant policies render invisible and undesirable. To those who faced thousand obstacles to cross the borders, to those who have no access to the city centres, to those who are not allowed to speak about their reality, to those that met and in solidarity struggled together but also to those that faced disappointment, rage, and exhaustion yet still continued to walk.

During the recent refugee crisis between 2015 and 2019, more than 1.5 million people crossed Greek sovereign space in their journey towards North Europe. Nevertheless the closing of the borders, the hot spots and outside the cities state camps accommodation, the endless waiting for asylum applications, the racist threats and fascist attacks as well as state policies of marginalisation, criminalization and stigmatization, are ever so present and visible. What is not visible are the small everyday practices of solidarity and struggle of the people in motion. A hidden treasure of gestures, emotions, and practices of mutual assistance, self-organisation, mutual care and constant struggle, that doubts and undermines the multiple geographical, social and political borders.

The present document attempts to contribute to the circulation of experiences and knowledges of populations in movement. Of those invisible people without rights that traced the possibility to dispute the statist housing structures, that occupied abandoned buildings at the centres of the cities and transformed them to collective housing initiatives. Those that invented forms of coexistence, cohabitation and communication beyond national, gendered and religious divisions and organised a number of protests, such as marches against refugee detention centres, and who ultimately claimed the right to the city, to visibility and to spatial justice.

This text circulates in four languages (Greek, English, Arabic and Farsi) due to our belief that the sharing process of these simple daily stories breaks the isolation of trajectories and routes and collectivises the experiences and struggles.

Mostly we would like to thank all those that participated in this research and to wish them to continue walking with dignity.

Εισαγωγή

Το εγχειρίδιο για το δικαίωμα των προσφύγων στην πόλη επιδιώκει μέσα από  προσωπικές ιστορίες να αφουγκραστεί και να αναδείξει την καθημερινότητα, τις αγωνίες και τους αγώνες των προσφύγων. Στόχος είναι να δoθεί ο λόγος σε όσους και όσες οι κυρίαρχες πολιτικές καθιστούν αόρατες και ανεπιθύμητους. Σε αυτούς που αντιμετώπισαν χίλια εμπόδια για να διασχίσουν τα σύνορα, σε αυτές που δεν είχαν πρόσβαση στο κέντρο των πόλεων, σε όσους δεν επέτρεψαν να έχουν λόγο για την καθημερινότητά τους, σε όσες συναντήθηκαν και αλληλέγγυα αγωνίστηκαν αλλά ακόμα σε όσους απογοητεύτηκαν, κουράστηκαν, οργίστηκαν αλλά συνεχίζουν να περπατάνε.

Κατά τη διάρκεια της πρόσφατης προσφυγικής κρίσης από το 2015 έως το 2019 περισσότεροι από 1,5 εκατομμύριο άνθρωποι διέσχισαν τον ελλαδικό χώρο στο ταξίδι τους προς την βόρεια Ευρώπη. Ωστόσο το κλείσιμο των συνόρων, η διαμονή σε hot spots και κρατικά camps έξω από τις πόλεις, η αέναη αναμονή για αιτήσεις ασύλου, οι ρατσιστικές απειλές και φασιστικές επιθέσεις, καθώς και οι κρατικές πολιτικές περιθωριοποίησης, ποινικοποίησης και στιγματισμού είναι παντού παρούσες και ορατές. Αυτό που δεν είναι τόσο ορατό είναι οι μικρές καθημερινές πρακτικές αλληλεγγύης και αγώνες των ανθρώπων εν κινήσει. Ένας κρυμμένος πλούτος χειρονομιών, συναισθημάτων και πρακτικών αλληλοβοήθειας, αυτοοργάνωσης, αμοιβαίας φροντίδας και διαρκή αγώνα που αμφισβητεί και κλονίζει τα πολλαπλά γεωγραφικά, κοινωνικά και πολιτικά σύνορα.  

Το παρόν έντυπο που περιλαμβάνει 15 μικρές ιστορίες κατοίκησης, επιχειρεί να συνεισφέρει στο να κυκλοφορήσουν οι εμπειρίες και οι γνώσεις των εν κινήσει ανθρώπων. Αυτών, των χωρίς δικαιώματα αόρατων ανθρώπων, που ιχνηλάτησαν την δυνατότητα να αμφισβητήσουν τις κρατικές στεγαστικές δομές, που κατέλαβαν εγκαταλελειμμένα κτίρια στα κέντρα των πόλεων και τα μετέτρεψαν σε συλλογικά στεγαστικά εγχειρήματα, που επινόησαν μορφές συνύπαρξης, συνοίκησης και επικοινωνίας πέρα από εθνικούς, έμφυλους και θρησκευτικούς διαχωρισμούς, που οργάνωσαν πλήθος διαμαρτυριών όπως πορείες ενάντια στα κέντρα κράτησης μεταναστών- μεταναστριών και που διεκδίκησαν το δικαίωμα στην πόλη, στην ορατότητα και την χωρική δικαιοσύνη. Οι αφηγήσεις, που είναι καταγεγραμμένες μεταξύ 2018-2020 πριν την πρόσφατη πανδημία, κυκλοφορούν  σε μια χρονική περίοδο πολιτικών που εντείνουν τον χωρικό αποκλεισμό και τον στιγματισμό αυτών των ανθρώπων -ιδιαίτερα αυτών που κατοικούν στα camps- περιορίζοντας  ακόμα περισσότερο το δικαίωμα τους στην πόλη στο όνομα της πανδημίας. Ελπίζουμε να γίνει αφορμή για περισσότερη σκέψη και να συμβάλει στην κατεύθυνση μιας αντιρατσιστικής γεωγραφίας.

Το έντυπο κυκλοφορεί σε τέσσερις γλώσσες (ελληνικά, αγγλικά, αραβικά και φαρσί) καθώς το μοίρασμα αυτών των απλών, καθημερινών ιστοριών σπάει τη μοναξιά των διαδρομών και των δυσκολιών, συλλογικοποιώντας τις εμπειρίες και τους αγώνες.

Ευχαριστούμε πολύ όσες και όσους συμμετείχαν στην έρευνα και τους ευχόμαστε να συνεχίσουν να βαδίζουν με αξιοπρέπεια.

Introduction

European member states are signatories to the Geneva Convention Related to the Status of Refugees.

Human rights and dignity are respected in detention centres across Europe.

An electrified fence was built to protect the nation-state from illegal intruders.

Traffickers are responsible for deaths by drowning in the Aegean and Mediterranean seas.

Deportations are voluntary returns.

Turkey is a safe country.

War is peace.

Freedom is slavery.

Ignorance is strength.

In 2016, Oxford English Dictionary declared “post-truth” the word of the year. In this Orwellian moment, the movement of refugees, asylum seekers, and migrants across the increasingly militarised borders of Europe have instigated a socio-spatial debate about the limits of human rights, national sovereignties, continental values, precipitating and contributing to the ongoing condition of European crises. Although in the era of globalisation borders constitute porous passages for capital and commodities, at the same time they have hardened and ossified as “new enclosures” seeking to immobilise migrant and refugee populations. Fortress Europe emerges as a complex of new state control mechanisms, freshly erected border fences, newly built detention centres and improvised refugee camps; together, these technologies of migration management aim at the criminalisation, classification, stigmatisation, and biopolitical control of moving populations, fomented by xenophobic politics, and managed by humanitarian subcontractors. In this hostile climate, people on the move contest European border regimes, peripheries, and cityscapes by claiming spatial justice and political visibility while creating a nexus of emerging common spaces. They are joined by activists defending their right to movement, who are engaged in efforts to “welcome refugees” into a shrinking and contested public sphere, into alternative and self-organised social spaces, responding to the humanitarian crises wrought by militarism, violence, and structural adjustment with solidarity, stemming from a larger vision of sharing in each other’s struggles for survival and social transformation.

The collective volume is an outcome of the international conference ‘Contested Borderscapes. Transnational Geographies vis-à-vis Fortress Europe’ that took place in Mytilene (Lesvos), September 28 – October 1, 2017.

Abstract

The multilingual and interdisciplinary book Urban and Regional Social Movements includes 21 texts that explore theoretical issues of movement processes or focus on examining movements which have been developed in Greece and internationally (Mexico, Brazil, Argentina, Uruguay, India, Italy, Bosnia-Herzegovina, Turkey).

It is a book that aims at being constantly “under construction” and as a consequence “alive”, up-to-date and dynamic. Hence the blog https://aoratespoleis.wordpress.com/ was also created which will be regularly updated with new links, studies and news from various urban and regional movements around the world.

The book argues that urban and regional movements are interrelated as the regional movements are directly associated with the resistance to the looting and/or destruction of the natural commons in the name of serving a dominant uneven urban lifestyle. Thus, there is a feedback between the practices of social movements related to regional planning issues or simply to the exploitation and management of natural resources with these of urban movements.

During the last years the discussion on the urban and regional social movements has been enriched with the notion of the so-called Common Space as an interpretative approach to the recent protests, riots and uprisings shortly before and during the current global and local crisis. At the same time, the easier, faster and in a wider – often global – scale dissemination of the information about the burst and the demands of the movements, through the contemporary alternative networks of information and action, underlines the emergence of new forms of communication which will be most likely these of the movements of the 21st century.

Finally, the new urban and regional movements in which this book is interested are autonomous, massive and creative. They put themselves beyond a mere denial and confrontation to get in a collective creation and in radical changes of the space and everyday life.

Το πολύγλωσσο και διεπιστημονικό βιβλίο Κοινωνικά κινήματα πόλης και περιφέρειας περιλαμβάνει 21 κείμενα που διερευνούν θεωρητικά ζητήματα των κινηματικών διαδικασιών ή εστιάζουν στην εξέταση κινημάτων που έχουν αναπτυχθεί στην Ελλάδα και στον διεθνή χώρο (Μεξικό, Βραζιλία, Αργεντινή, Ουρουγουάη, Ινδίες, Ιταλία, Βοσνία – Ερζεγοβίνη, Τουρκία).

Πρόκειται για ένα βιβλίο που επιδιώκει να είναι συνεχώς «υπό κατασκευή» και κατ’ επέκταση «ζωντανό», επίκαιρο και δυναμικό. Για τον λόγο αυτό δημιουργήθηκε και το blog https://aoratespoleis.wordpress.com/ το οποίο θα ενημερώνεται συνεχώς με νέους συνδέσμους, εργασίες, καθώς και νέα από διάφορα κινήματα πόλης και περιφέρειας στον κόσμο.

Το βιβλίο υποστηρίζει ότι τα κινήματα πόλης και περιφέρειας αλληλοσυνδέονται, καθώς τα κινήματα περιφέρειας σχετίζονται άμεσα με αντιστάσεις στην καταλήστευση ή και καταστροφή των φυσικών κοινών αγαθών στο όνομα της εξυπηρέτησης ενός επιβεβλημένου άνισου αστικού τρόπου ζωής. Έτσι, οι πρακτικές των κοινωνικών κινημάτων που σχετίζονται με θέματα περιφερειακού σχεδιασμού ή εκμετάλλευσης και διαχείρισης των φυσικών πόρων αλληλοτροφοδοτούνται από αυτές των κινημάτων πόλης.

Η συζήτηση για τα κοινωνικά κινήματα πόλης και περιφέρειας έχει εμπλουτιστεί τα τελευταία χρόνια με την έννοια του λεγόμενου Kοινού Χώρου ως ερμηνευτική προσέγγιση για τις πρόσφατες κινητοποιήσεις, ταραχές και εξεγέρσεις λίγο πριν, όσο και κατά τη διάρκεια της τρέχουσας παγκόσμιας και τοπικής κρίσης. Ταυτόχρονα, η ευκολότερη, γρηγορότερη, και σε ευρεία – ενίοτε παγκόσμια – κλίμακα, διάδοση της πληροφορίας για το ξεκίνημα και τις διεκδικήσεις των κινημάτων, μέσα από τα σύγχρονα εναλλακτικά δίκτυα πληροφόρησης και δράσης, καθιστά φανερή την ανάδυση νέων μορφών επικοινωνίας που πολύ πιθανά θα είναι αυτές των κινημάτων του 21ου αιώνα.

Τελικά, τα νέα κινήματα πόλης και περιφέρειας με τα οποία ασχολείται αυτό το βιβλίο είναι αυτόνομα, μαζικά και δημιουργικά. Ξεφεύγουν από την απλή άρνηση και αντιπαράθεση για να μπουν πλέον σε μια συλλογική δημιουργία και σε ριζικές αλλαγές του χώρου και της καθημερινής ζωής σε αυτόν.

Le livre multilingue et interdisciplinaire Mouvements Sociaux Urbains et Régionaux comprend 21 textes qui explorent les questions théoriques concernant les processus des mouvements ou se concentrent sur l’examen des cas des mouvements qui ont été développés en Grèce et au niveau international (Mexique, Brésil, Argentine, Uruguay, Inde, Italie, Bosnie-Herzégovine, Turquie).

C’est un livre qui vise à être constamment «en construction» et par conséquent «vivant», mis à jour et dynamique. Pour cette raison le blog https://aoratespoleis.wordpress.com/ a également été créé. Il sera régulièrement mis à jour avec de nouveaux liens, des études et des nouvelles de divers mouvements urbains et régionaux à travers le monde.

Le livre soutient que les mouvements urbains et régionaux sont interdépendants dans la mesure que les mouvements régionaux sont directement associés à la résistance au pillage et/ou la destruction des biens communs naturels au nom de servir un style de vie urbain inégale dominante. Ainsi, il y a une rétroaction entre les pratiques des mouvements sociaux liés à des questions d’aménagement du territoire ou simplement à l’exploitation et la gestion des ressources naturelles avec celles des mouvements urbains.

Au cours des dernières années, le débat sur les mouvements sociaux urbains et régionaux a été enrichi avec la notion du soi-disant Espace Commun comme une approche interprétative des récentes manifestations, des émeutes et des soulèvements peu de temps avant et pendant la crise mondiale et locale actuelle. En même temps, la diffusion plus facile, plus rapide et à une plus grande échelle – souvent mondiale – des informations sur l’éclatement et les exigences des mouvements, à travers les réseaux alternatifs contemporains de l’information et de l’action, souligne l’émergence de nouvelles formes de communication qui seront très probablement celles-ci des mouvements du 21ème siècle.

Enfin, les nouveaux mouvements urbains et régionaux auxquels ce livre s’intéresse sont autonomes, massifs et créatifs. Ils se mettent au-delà d’une simple négation et confrontation pour entrer en une création collective et en changements radicaux de l’espace et de la vie quotidienne.
